To the Honorable Senate and House of Representatives:
I am filing for your consideration a bill entitled “Making an Appropriation for the Fiscal Year 2010 to Provide for Supplementing a Certain Existing Appropriation.”
This bill provides $41.9 million in additional funding in Fiscal Year 2010 for the Emergency Family Shelters program at the Department of Housing and Community Development. Supplemental funding is necessary due to the substantial growth in demand for shelter services, and it is essential that you approve this funding immediately to ensure there is no risk in the disruption of such services after January 1, 2010.
Sufficient revenues are estimated to be available to finance this appropriation. I urge your prompt and favorable consideration of this bill.

An Act Making an Appropriation for the Fiscal Year 2010 to Provide for Supplementing a Certain Existing Appropriation.
Be it enacted by the Senate and House of Representatives in Gene
ral Court assembled, and by the authority of the same, as follows:
To provide for supplementing a certain item in the general appropriation act, the sum set forth in section 2 is hereby appropriated from the General Fund, for the purpose and subject to the conditions specified in this act or in the general appropriation act, and subject to the laws regulating the disbursement of public funds for the fiscal year ending June 30, 2010. This sum shall be in addition to any amounts previously appropriated and made available for the purposes of this item.
Notwithstanding any general or special law to the contrary, appropriations made in section 2 shall not revert and shall be available for expenditure until June 30, 20
