An Act amending the charter of the town of Millis to establish an appointed board of assessors.
Be it enacted by the Senate and House of Representatives in General Cour
t assembled, and by the authority of the same, as follows:
SECTION 1. Section III-3 of the charter of the town of Millis,
which is
on file in the archivist of the commonwealth, as provided by section 12 of chapter 43B of the General Laws, is hereby amen
ded by adding the following

:- Further, the selectmen shall have the power to appoint a 3-member board of assessors for terms of 3 years, and may terminate the same at their discretion.
The members of this board shall be made up of registered
voters of the
t
own of Millis.
SECTION 2. Sec
tion IV-2 of said charter
is hereby amended by str
iking out paragraphs (d)
to
(i), inclusive, and inserting in place thereof the following

paragraphs:-
(d)There shall be 3 library trustees each elected for a term of 3 years, so arranged that the term
of 1
trustee expires each year;
(e)There shall be a planning board composed of 5 members, each elected for a term of 5 years,
so arranged that the
term of 1
member expires each year;
(f)There shall be a housing authority composed of 5 members, 4 of whom shall be elected for
a term of 5
years and 1
of whom sha
ll be appointed as provided in c
hapter 121B of the
General Laws; and
(g)There shall be a b
oard of health composed of 3 members, each elected for a term of 3 years,
so
arranged that the term of 1
member expires each year.
SECTION 3. Said charter is hereby further amende
d by adding
the following section:-
Section VI-8.
Upon the effect
ive date of the amendments to this charter, as authorized by the annual town meeting on June 15, 2009, the board of selectmen
shall be authorized to appoint a board of assessors in accordance
with the provisions of
s
ection III-3.
Initial appointments unde
r said section shall be made as follows:

for a
1
-year term,
1
for a
2
-year term, and
1
for a
3
-year term. Upon
the
appointment of a board
of assessors in accordance with
said s
ection III-3, the terms of the incumbent members of the board of
assessors sh
all terminate, and the elected board of assessors shall be abolished. No contracts or liabilities
in force on the effective date of the amendment
s
to th
is
c
harter
,
as authorized by the annual town meeting on June 15, 2009,
shall be affected by the abolition of the elected board of assessors
.
T
he appointed board
s
hall
,
in all respects
,
be the lawful successor of the elected board
.
A
ll records, property and equipment
whatsoever of the elected board are assigned to the appoin
ted board.
SECTION 4. This act shall take effect upon
its passage .
