To the Honorable Senate and House of Representatives:
Pursuant to the provisions of Article II, Section 8, Paragraph 1, Clause (2) of the Amendments to the Constitution, as amended by Article LXXXIX, I am filing for your consideration the attached legislation entitled, “An Act Authorizing the Town of Millis t
o Conduct its Annual Town Election on May 11, 2010.”
Representatives Linsky and Ross, and the Millis Board of Selectmen, have requested that I file this special legislation to enable the Town to change the date of its annual election. The Town’s Charter
and By-laws mandate that the Town hold its annual election on the first Monday of May, which this year falls on May 3, 2010. Millis is one of the towns in the Bristol, Norfolk and Middlesex State Senate district that was recently vacated by Senator Scott
Brown. The special election to fill the vacancy has been called for May 11, 2010. This legislation would enable Millis to hold their annual election on the same day as the special election thereby minimizing costs and administrative efforts.

An Act AUTHORIZING THE TOWN OF MILLIS TO CONDUCT ITS ANNUAL TOWN ELECTION ON MAY 11, 2010.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by t
he authority of the same, as follows:
SECTION 1.
Notwithstanding section IV-1 of Article IV of the Town of Millis’ home rule charter, or any other general or special law, by-law or charter provision to the contrary, the Town of Millis may hold its annual
town election on May 11, 2010. All previously published deadline dates for submitting nomination papers, certifying nomination papers and candidate withdrawals for the annual town election shall remain unchanged.
SECTION 2.
This act shall take effec
t upon its passage.
