Pursuant to Part the Second, Chapter 1, Section 1, Article II of the Constitution of the Commonwealth of Massachusetts, I am returning unsigned House Bill No. 4262, “An Act Establishing a Sick Leave Bank for Patricia A. Morin, an Employee of the Executive Office of Health and Human Services.”
This legislation would enable employees of the Executive Office of Health and Human Services to voluntarily contribute sick, personal or vacation time to a sick leave bank for Patricia A. Morin, an employee of the Department of Development Services. The Department reports that Ms. Morin currently is attending work and has not indicated a need to take a leave. Furthermore, she currently has over 700 hours of leave time available to her should the need arise. As such, this legislation appears unnecessary at this time.
For these reasons, I return House Bill No. 4262 unsigned.
