An Act providing for an automated toll collection review Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: The Massachusetts department of transportation will work with the appropriate state agency responsible for the management and operation of Massachusetts toll roads at the time of enactment, to conduct a study of the benefits and challenges of a fully-automated toll collection system to serve all Massachusetts toll roads. The said review by the Massachusetts department of transportation shall present fully-automated toll collection system alternatives, including open-road tolling; examine ways in which these alternatives impact operating costs, motorist wait-time and vehicle congestion and idling at Massachusetts toll road collection sites; provide recommendations for the implementation of a fully-automated toll collection system; and propose guidelines for enforcement. The Massachusetts department of transportation, working with the state agencies responsible for the management and operation of toll roads at the time of enactment, shall present its findings and recommendations for a fully-automated toll collection system to the Joint Committee on Transportation within three months from the adoption of this legislation.
