An Act prohibiting lending of money by cities and towns..
 

              Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

              Section 5 of Chapter 40 of the General Laws, as appearing in the 2004 Official Edition is hereby amended by inserting after the “law”, in line 5, the following words:- : provided, however, that not city or town shall expend any public funds for the construction, ownership or operation of a golf course.
