An Act relative to special municipal elections.
 

              Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

              Amend Chapter 54, Section 42 to include new section 42D. Unless otherwise authorized by law or special legislation no municipality may submit a question to voters for a special municipal election on the same date as a regular state election or within 30 days of said regular state election.
