The Commonwealth of Massachusetts
An Act relative to Medicaid spending.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding any general or special law to the contrary, the Department of Medicaid, in conjunction with the Center for Health Information and Analysis and the Bureau of Substance Abuse Services, shall conduct a study of all medicated assisted treatments paid for by the Department of Medicaid for the treatment of opioid dependence.
Said study shall include, but not be limited to, the annual expenditures to the Commonwealth for each approved medication, including total health care utilization, readmission rates, transportation and associated total costs, for clients prescribed each medicated assisted treatment, an estimation of the total number of Medicaid clients on each of the approved medicated assisted treatments, and the identification of any obstacles and corresponding solutions for state licensed providers to implement the approved medications.
The Department of Medicaid shall report to the General Court the results of its study and its recommendations, together with drafts of legislation necessary to carry out its recommendations, by filing the same with the Clerks of the Senate and House of Representatives, the House Committee on Ways and Means, the Senate Committee on Ways and Means, the Joint Committee on Health Care Financing, the Joint Committee on Mental Health and Substance Abuse, the Health Policy Commission and the Secretary of Administration and Finance no later than December 31, 2013.
