An Act imposing a temporary moratorium on new mandated benefits.
 

              Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

              SECTION 1. It shall be the policy of the general court to impose a moratorium on all new mandated health benefit legislation until January 2, 2013.
