An Act relative to the water supply system of the city of Gloucester.
 

              Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

              SECTION 1. Article 7 of the charter of the city of Gloucester, known as the Gloucester Home Rule Charter,  which is on file in the office of the archivist of the commonwealth, as provided in section 12 of chapter 43B of the General Laws, is hereby amended by adding the following section:-

              Section 7-17. City Water Systems Ownership

              In connection with the city of Gloucester code of ordinances, section 23-64, the city water supply and distribution system shall be owned by the city and shall not be sold, leased or otherwise transferred, unless and until, in accordance with section 9-5, the city council shall submit the question of a sale or transfer of ownership to a referendum vote of the voters of the city, with two thirds or more having to vote in favor, for the adoption or rejection as provided in the applicable subsections of article 9 of this charter.
