HOUSE DOCKET, NO. 4514 FILED ON: 7/27/2009 House . . . . . . . . . . . . . . . No. 4179
The Commonwealth of Massachusetts _______________
7/27/2009 To the Honorable Senate and House of Representatives: Pursuant to the provisions of Article II, Section 8, Paragraph 1, Clause (2) of the Amendments to the Constitution, as amended by Article LXXXIX, I am filing for your consideration the attached legislation entitled, “An Act Validating The Acts And Proceedings Of The 2009 Spring Annual Town Meeting And 2009 Spring Special Town Meeting Of The Town Of Westminster.”
Senator Flanagan, Representative Evangelidis , and the Westminster Board of Selectmen have asked that this legislation be filed to validate the Westminster 2009 spring annual town meeting and special town meeting, which were held on May 2, 2009. Absent this legislation, the town faces the risk of legal challenges to its governance and many actions taken pursuant to the meetings, including certain fiscal matters.
To enable the town to proceed in accordance with its votes and to save the town the cost of a special meeting, I urge your early and favorable consideration of this bill.
Sincerely,
DEVAL L. PATRICK, Governor.
