  Section 7A. The commissioner of administration is hereby authorized on behalf of the commonwealth to enter into agreements for fire protection with municipalities adjacent to cities and towns in which institutions of the various departments of the commonwealth are located when such agreement is deemed necessary by said commissioner.

  Section 7A. The secretary may on behalf of the commonwealth enter into agreements for fire protection with municipalities adjacent to cities and towns in which institutions of the various departments of the commonwealth are located when such agreement is deemed necessary by the secretary.
