  Section 11. The department shall analyze, in accordance with sections thirty-six to thirty-nine, inclusive, of chapter one hundred and thirty-eight, all samples of alcoholic beverages, as defined in section one of said chapter one hundred and thirty-eight, submitted to it for that purpose by the officers mentioned in said section thirty-six if satisfied that the analysis is to be used in enforcing the laws.
