  Section 18. If an executor or administrator, after being duly cited by the probate court, neglects to render an account of his administration, his bond may be put in suit as provided in the preceding chapter; and if he persists in such neglect, judgment shall be rendered against him, and he shall be liable in like manner and to the same extent as an executor in his own wrong.
