CHAPTER 314 AN ACT AUTHORIZING AND DIRECTING THE COUNTY TREASURER OF BERKSHIRE COUNTY TO PAY CERTAIN UNPAID BILLS.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. Notwithstanding the provisions of section seventeen of chapter thirty-four of the General Laws or any other general or special law to the contrary, the county treasurer of Berkshire county is hereby authorized and directed, with the approval of the county commissioner and the county advisory board, to pay, from any available funds, to the firm of Hall and McChesney, Inc. of Syracuse, New York, the sum of one thousand two hundred dollars under invoice no. 505059, dated September 19, 1983 and an additional sum of five thousand dollars under invoice no. 505060 for work performed by such firm in the re-creation of the indices of the Berkshire Middle district registry of deeds in the county of Berkshire, to Berkshire Weather-Proofing, Inc., the sum of one thousand six hundred and five dollars for work and supplies furnished by such firm relating to the installation of storm windows at the county court house in the county of Berkshire, to the labor consulting firm of Sheridan and Associates, Inc., the sum of eight thousand five hundred dollars for services rendered in connection with collective bargaining between the county commissioners in the county of Berkshire and county employees bargaining units from August nineteen hundred and eighty-three through June nineteen hundred and eighty-four, to Pete's Leasing, Inc., the sum of four thousand three hundred twenty-two dollars for the leasing by such firm of an automobile for use by the executive director of the Berkshire County Development Commission from July first, nineteen hundred and eighty-three to June thirtieth, nineteen hundred and eighty-four, to American Express Credit Corporation of Newark, New Jersey, the sum of six hundred seven dollars and sixty-eight cents for travel expenses and meals which were charged on a credit card of such company by the said executive director of the Berkshire County Development Commission from July first, nineteen hundred and eighty-three to April twenty-first, nineteen hundred and eighty-four, and to Donald Saint Pierre, the former executive director of the said Berkshire County Development Commission, the sum of four hundred and seventy-eight dollars and forty cents as reimbursement for travel and lunch, said bills being legally unenforceable against said county.

SECTION 2. No bill shall be approved by the county commissioners of said county or paid by said county treasurer under the authority of this act unless and until a certificate has been signed and filed with said treasurer stating under the penalties of perjury that the goods and services for which said bill was submitted were ordered by an official or an employee of said county and that such goods were delivered and actually received by said county or that such services were rendered to said county.

SECTION 3. This act shall take effect upon its passage.
