Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. Notwithstanding any provisions of law to the contrary, the city of Quincy is hereby authorized to carry not in excess of two million four hundred thirty-six thousand seven hundred and twenty-seven dollars of its overlay deficit, as it existed as of June thirtieth, nineteen hundred and eighty-five, for the six fiscal years nineteen hundred and seventy-eight through and including nineteen hundred and eighty-three, and to appropriate said overlay deficit in such amount or amounts and in such fiscal year or years as the city shall by majority vote of the city council upon the recommendation of the mayor determine, not later than the first full fiscal year following the final payment, at maturity, upon redemption or otherwise, of the City of Quincy Tax Abatement Funding Loan, Act of 1983, issued under the provisions of chapter six hundred and eighty-six of the acts of nineteen hundred and eighty-three.

SECTION 2. This act shall take effect upon its passage.
