Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

The superintendent of state office buildings is hereby authorized and directed, subject to approval of the art commission as to size and content, to install and maintain a plaque on the wall across from the legislative document room next to room four hundred and twenty-seven on the fourth floor of the state house in honor and in memory of Samuel C. ("Sammy") Koupchik.
