CHAPTER 172 AN ACT DIRECTING THE STATE SECRETARY TO PLACE A CERTAIN NONBINDING QUESTION ON THE BIENNIAL STATE ELECTION BALLOT IN THE CITY OF WORCESTER IN THE CURRENT YEAR.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

For the purpose of ascertaining the will of the people of the city of Worcester, the state secretary shall cause the following nonbinding question on public policy to be placed on the official ballot to be used in the city at the biennial state election to be held in the year nineteen hundred and ninety-two:

this question is nonbinding

Do you support a change in the charter of the city government of Worcester which will provide as follows:

for an elected mayor as chief executive officer in place of an appointed city manager; and

for term limits of eight consecutive years for the office of mayor, city councillor and school committee member; and

for city council confirmation, by majority vote, of the mayor's appointments to all city boards, commissions and committees; and

for a school committee to consist of seven members, elected at-large, with the member receiving the highest number of votes serving as chairperson
