Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

The first paragraph of section 3 of chapter 751 of the acts of 1977 is hereby amended by striking out the second sentence and inserting in place thereof the following sentence:- Nomination papers shall be made available by said board of election commissioners ninety days prior to the date of the preliminary election.
