Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

The first paragraph of section 34 of chapter 71 of the General Laws, as appearing in the 1990 Official Edition, is hereby amended by inserting after the second sentence the following sentence:- The superintendent of schools in any city or town may address the local appropriating authority prior to any action on the school budget as recommended by the school committee notwithstanding his or her place of residence.
