Session Laws

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

The commissioner of the division of capital planning and operations, acting for and on behalf of the commonwealth, is hereby authorized, subject to the provisions of sections forty E to forty J, inclusive, of chapter seven of the General Laws, to acquire by eminent domain, or otherwise, certain hereinafter described parcels of land located in the town of Andover and the city of Lawrence. Said acquisitions shall consist of fee or easement takings as hereinafter described, and shall be made on behalf of the town of Andover and the city of Lawrence. Parcels 13-5-T and 13-E-2-T in said town of Andover are owned by the Greater Lawrence Regional Vocational School District and are presently dedicated for an educational use. Parcel 13-6-T in said town of Andover and owned by said town of Andover is presently dedicated for conservation use. Parcels 13-6-T, 13-8-C, and 13-D-2-C in said city of Lawrence are owned by the Lawrence Redevelopment Authority, and are presently dedicated for redevelopment use. Parcel 13-10-C in Lawrence and owned by the Lawrence Housing Authority is presently dedicated for public housing use. All of said parcels are to be diverted from their present use to a highway use.

PARCEL 13-5-T FEE TAKING

A parcel of land supposed to be owned by the Greater Lawrence Regional Vocational Technical High School District, bounded southerly by the land of the Town of Andover, about 905 feet, westerly by the land of Nancy A. Godek, about 6 feet, northerly by other land of the Greater Regional Technical High School District, about 900 feet and easterly by the land of Russell G. Doyle, about 30 feet, containing about 18,667 square feet, excluding Parcel 13-6-T wholly contained within the above described parcel.

PARCEL 13-6-T FEE TAKING

A parcel of land supposed to be owned by the Town of Andover Conservation Commission bounded southerly by the land of the Town of Andover, about 26 feet, westerly by the land of the Greater Lawrence Regional Vocational Technical High School District, about 21 feet, northerly by other land of the Town of Andover Conservation Commission, about 26 feet and easterly by the Greater Lawrence Regional Vocational Technical High School District about 21 feet, containing about 403 square feet.

PARCEL 13-E-2-T EASEMENT TAKING

A parcel of land supposed to be owned by the Greater Lawrence Regional Vocational Technical High School District bounded southerly by River Road, as widened, about 93 feet, westerly about 74 feet, northerly about 60 feet and easterly about 75 feet, all by other land of the Greater Lawrence Regional Vocational Technical High School District, containing about 4,446 square feet.

PARCEL 13-6-C FEE TAKING

A parcel of land supposed to be owned by the Lawrence Redevelopment Authority bounded southerly by Andover Street, about 299 feet, westerly by the land of the Lawrence Lodge No. 65 of the Benevolent and Protective Order of the Elks, about 12 feet, northerly by other land of Lawrence Redevelopment Authority, about 300 feet and easterly by the land of Cyr Associates, about 12 feet, containing about 3,588 square feet.

PARCEL 13-8-C FEE TAKING

A parcel of land supposed to be owned by the Lawrence Redevelopment Authority bounded southerly by Andover Street, about 830 feet, westerly by the land of Cyr Associates, about 12 feet, northerly by other land of the Lawrence Redevelopment Authority, about 830 feet and easterly of other land of Cyr Associates, about 4 feet, containing about 9,332 square feet.

PARCEL 13-D-2-C DRAINAGE EASEMENT

A parcel of land supposed to be owned by the Lawrence Redevelopment Authority bounded southerly by Andover Street, as widened, about 50 feet, westerly about 53 feet, northerly about 50 feet, and easterly about 53 feet, all by other land of the Lawrence Redevelopment Authority, containing about 2,650 square feet.

PARCEL 13-10-C FEE TAKING

A parcel of land supposed to be owned by the Lawrence Housing Authority bounded northerly by Andover Street, about 132 feet, easterly by the land of Edmund F. & Kathleen F. Monette, about 2 feet, and southerly by other land of Edmund F. & Kathleen F. Monette, containing about 132 square feet.

The parcels herein described in the Town of Andover are shown on a plan entitled, "PUBLIC LAND IN THE CITY OF ANDOVER NEEDED FOR HIGHWAY PURPOSES, OCTOBER 15, 1991". The parcels herein described in the City of Lawrence are shown on a plan entitled, "PUBLIC LAND IN THE CITY OF LAWRENCE NEEDED FOR HIGHWAY PURPOSE OCTOBER 15, 1991". Said plans shall be kept on file with the chief engineer of the Massachusetts highway department.
