Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Notwithstanding the provisions of any general or special law to the contrary, the commissioner of the division of capital planning and operations is hereby authorized to convey certain property known as the "Grafton Water Line" to the Grafton Water District, subject to a written agreement between said division and said Grafton Water District, for purposes of control, maintenance and upgrade of the system. Said water line is described in plans entitled "Grafton State Hospital, Location of WaterSupply Main Pipe Lines, Grafton & Shrewsbury Mass."
