Whereas, The deferred operation of this act would tend to defeat its purpose, which is to immediately clarify the priority status of common expense liens in condominiums, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

The first paragraph of paragraph (c) of section 6 of chapter 183A of the General Laws, as appearing in section 1 of chapter 554 of the acts of 1991, is hereby amended by striking out the second sentence and inserting in place thereof the following sentence:- Such lien shall have priority over all other liens, except municipal liens and first mortgages of record.
