Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. Notwithstanding the provisions of paragraph (c) of section 8 of chapter three hundred and seventy-two of the acts of nineteen hundred and eighty-four any general or special law to the contrary, the Massachusetts Water Resources Authority is hereby authorized and directed to permit a direct sewer attachment from the property located at seventy Willow street in the town of Dover to the Wellesley extension relief sewer; provided, however, that all construction costs incurred as a result of such attachment shall be paid by the owner of said property; and, provided further, that such attachment to the sewer line shall be subject to an agreement between the owner and the town of Needham for the billing of sewer use charges.

SECTION 2. The provisions of section one shall not be construed to alter the non-member status of the town of Dover in the Massachusetts Water Resources Authority.
