Whereas, The deferred operation of this act would tend to defeat its purpose, which is to immediately provide for the expenditure of certain funds, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. To provide for certain proposed capital projects and the continuation of other capital projects already in progress, the items set forth in section two C of this act, are hereby authorized to continue, subject to the conditions set out in the original authorizations and any amendments thereto, and subject to the provisions of law regulating the disbursement of public funds.

SECTION 2C. For the purpose of making available for expenditure certain balances of authorizations which would otherwise revert on February twenty-eighth, nineteen hundred and ninety-six, the expiration dates of
