Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
as follows:
SECTION 1. The county commissioners of Norfolk county are hereby authorized to take by eminent domain or acquire by purchase or otherwise the fee of or lesser interest in a certain parcel of land within the city of Quincy for incorporation and integration into, said county's multi-faceted recreational facility authorized under chapter seven hundred and thirty-six of the acts of nineteen hundred and seventy-two and said county commissioners are further authorized to make such modifications, changes and improvements to said land as may be necessary to integrate said parcel into its existing facility. Said parcel is that portion of Parcel 2 located in the city of Quincy shown on a plan of land, entitled "New York New Haven and Hartford Railroad Office of Engineer - Real Estate Surveys Land in Quincy and Milton Mass. to be conveyed to C. P. Gardiner & Sons", dated December 1953 and recorded in the Norfolk county registry of deeds, Book 3291, Page 408.
SECTION 2. For the purposes authorized by section one, the treasurer of said county, with the approval of the county commissioner, may borrow upon the credit of the county such sums as may be necessary, not exceeding, in the aggregate, eight hundred thousand dollars, and may issue bonds or notes of the county therefor, which shall bear on their face the words, Wollaston Recreational Facility Loan, Act of 1995. Each authorized issue shall constitute a separate loan and such loans shall be payable in not more than twenty years from their dates. The bonds or notes shall be signed by the county treasurer and countersigned by a majority of the county commissioners. The county may sell the said securities at public or private sale, upon such terms and conditions as the county commissioners may deem proper, but not for less than their par value. Indebtedness incurred hereunder shall, except as herein provided, be subject to chapter thirty-five of the General Laws.
SECTION 3. The provisions of section two of chapter seven hundred and thirty-six of the acts of nineteen hundred and seventy-two shall be applicable to the authority granted to the county commissioners of Norfolk county pursuant to section one of this act.
SECTION 4. Upon the sale or transfer of the Wollaston Recreational Facility, any debt incurred under this act shall become the obligation of the successor.
SECTION 5. This act shall take effect upon its passage.
