CHAPTER 417 AN ACT ESTABLISHING A DEPARTMENT OF PUBLIC WORKS IN THE TOWN OF ROYALSTON.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. There is hereby established in the town of Royalston a department of public works, hereinafter called the department, which shall be under the jurisdiction of the board of selectmen.

SECTION 2. The board of selectmen shall appoint and fix the compensation of a director of public works whose qualifications, powers and duties shall be determined and prescribed by said board and who shall be responsible to said board. The director shall have full authority for carrying out the policies of said board and over the operations of the department, and may be removed for just cause only by a vote of the board.

SECTION 3. The department shall be responsible for the functions of the existing highway department and shall assume responsibility for the upkeep and maintenance of all town-owned buildings, parks and other properties, for the operation and maintenance of the wastewater treatment system, for the water system at such time as it may revert to the town, for landfill cover operations at the landfill site, for monitoring and final closure operations at the landfill and for contract maintenance of the town cemeteries. The cemetery commissioners, sewer commissioners and board of health shall continue to exercise their respective responsibilities with regard to administering policies under their control or as established by statute or town by-law.

SECTION 4. This act shall constitute a general by-law of the town of Royalston and any changes in the composition or administration of the department of public works shall be accomplished by amendments to said by-law in the manner prescribed for any such by-law.

SECTION 5. This act shall take effect upon its passage.
