Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Notwithstanding the provisions of section twenty-one C of chapter fifty-nine of the General Laws, the town of Dudley, acting by and through its board of selectmen, is hereby authorized to assess taxes in excess of the levy limitation imposed by said section twenty-one C for the purpose of paying said town's share of the capital costs of the town of Webster's treatment plant in accordance with an intermunicipal agreement entered into in nineteen hundred and eighty-six, including any amendments thereto, for the fiscal year nineteen hundred and ninety-seven and for fiscal years subsequent thereto. Water and sewer charges assessed by said town of Dudley shall be reduced in an amount equal to the additional taxes assessed hereunder.
