Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
as follows:
SECTION 1.
Chapter 9 of article 1 of the charter of the town of
Provincetown, which is on file in the office of the archivist of the
commonwealth, as provided in section 12 of chapter 43B of the General Laws,
is hereby amended by striking out section 9-1-2 and inserting in place thereof
the following section:-
Section 9-1-2. On or before the third Monday of December in each year, the
town manager shall submit to the board of selectmen a careful, detailed
estimate in writing of the probable expenditures of the town government for the
ensuing fiscal year, stating the amount required to meet the interest and
maturing bonds and notes or other outstanding indebtedness of the town and
showing specifically the amount necessary to be provided for each fund and
department, together with a statement of the expenditures of the town for the
same purposes in the two preceding years and an estimate of the expenditures
for the current year.
SECTION 2.
Said chapter 9 of said article 1 of said charter is
hereby further amended by striking out section 9-1-5 and inserting in place
thereof the following section:-
Section 9-1-5. The board of selectmen shall consider the tentative budget
submitted by the town manager and make such recommendations relative thereto as
they deem expedient and proper in the interests of the town. On or before the
thirty-first day of January of each year the board of selectmen shall transmit
a copy of the budget together with their recommendations relative thereto to
each member of the finance committee.
SECTION 3.
Said chapter 9 of said article 1 of said charter is
hereby further amended by striking out section 9-2-3 and inserting in place
thereof the following section:-
Section 9-2-3. The town manager shall submit the capital improvements
program to the board of selectmen by the third Monday of December prior to the
annual town meeting. The board of selectmen shall act thereon on or before the
thirty-first day of January and shall then submit it to the finance committee,
which shall issue its recommendations as part of its printed report on the
annual budget.
SECTION 4.
This act shall take effect upon its passage.
