Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. Notwithstanding the provisions of section 10 of chapter 44 of the General Laws or any other general or special law to the contrary, the proceedings taken by the Holmes Park Water on October 22, 1998 and September 20, 1999 by which it was voted to authorize the borrowing of $143,000 to replace water mains and pay all other costs incidental and related thereto within said district are hereby ratified, validated and confirmed and said bonds may be issued.

SECTION 2. This act shall take effect upon its passage.
