Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Notwithstanding the provisions of any general or special law to the contrary, and subject to appropriation, the secretary of administration and finance shall transfer an amount from the general fund equal to $1 for each resident of the commonwealth who served in the armed forces of the United States during World War II to the American battle monuments commission for the construction and maintenance of the World War II monument in Washington, D.C.
