Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
as follows:
SECTION 1.
Notwithstanding any general or special law to the
contrary, the town
of Ipswich may, upon written application of The Trustees of
Reservations, appoint as special police officers employees of The Trustees of
Reservations at the Crane Reservation in the town. Every special police
officer
appointed under
this act shall have the power of police officers to preserve order
and enforce the laws and ordinances of the commonwealth and the town solely
within the boundaries of the Crane Reservation.
SECTION 2.
Any individual appointed as a special police officer
pursuant to this act shall be an employee of The Trustees of Reservations and
not the town of Ipswich. The Trustees of Reservations shall be wholly
responsible for the employment of such officers, including any and
all liability that may arise out of that employment. The Trustees of
Reservations shall be responsible for all necessary training of such officers.
The Trustees of Reservations shall submit a monthly report to the chief of
police of the town, detailing the activities of the special police officers.
The chief and The Trustees of Reservations shall jointly develop and implement
the parameters of the report.
SECTION 3.
Every special police officer appointed under this
act may serve for a term of 1 calendar year from the time of appointment, but
in no event may he serve beyond the term of his employment with The Trustees of
Reservations. The appointment may be renewed annually, upon written application
of The Trustees of Reservations to the town of Ipswich. The town shall keep a
record of all
such appointments, and any appointment so made may be revoked by the town at
any time.
SECTION 4.
This act shall take effect upon its passage.
