Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Notwithstanding any general or special law to the contrary, the personnel administrator shall certify any active employee, who served in a civil service position in the city of Worcester as a provisional or provisional promotion employee for at least 6 months before January 1, 2003, to permanent civil service status in that position.
