Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Chapter 149 of the acts of 2004 is hereby amended by striking out section 424 and inserting in place thereof the following section:-

Section 424. Section 423 shall take effect on June 30, 2006.
