Whereas
, The deferred operation of this act would
tend to defeat its purpose, which is to
transferring money to the uncompensated care trust fund,
therefore it is hereby declared to be an emergency law,
necessary for the immediate preservation of the
public convenience.
Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
as follows:
SECTION 1.
Notwithstanding any general or special law to the
contrary, the comptroller, in consultation with the division of health care
finance and policy and the secretary of health and human services, shall
transfer $75,000,000 in unexpended amounts from account number 4000-0896 in
MMARS to revenues available for the administration of the uncompensated pool,
as established under subsection (d) of section 18 of chapter 118G of the
General Laws, on or before October 1, 2004.
SECTION 2.
This act shall take effect as of July 1, 2004.
