Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same as follows:

SECTION 1. Notwithstanding section 20 of chapter 44 of the General Laws, the town of Rutland may appropriate all or a portion of the balance of the proceeds of the bonds sold to build and equip the Glenwood Elementary School to pay principal and interest on the non-debt-excluded bonded debt for this school and the associated land purchased for the project.

SECTION 2. This act shall take effect upon its passage.
