Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same as follows:

Notwithstanding the expiration of the 6 month appeal period under section 5 of chapter 80 of the General Laws or any other general or special law to the contrary, the town of Shirley may abate 1 sewer betterment assessment on the property located at 23 Phoenix street in that town.
